TERTIARY EDUCATION

We live in an increasingly complex and competitive world with changing customer expectations and consumer demands. Thus, learning institutions now strive to adapt and prepare students to practice what they have learned using OBE.

OBE FOR TERTIARY EDUCATION

The Commission on Higher Education (CHED) required the implementation of Outcomes-Based Education (OBE) in Philippine universities and colleges in 2012 through CHED Memorandum Order No. 46.

Sociologist William Spady, who is considered the “Father of Outcomes-Based Education” encourages teachers to focus on developing students’ skills instead of grading students’ performance. He urges Philippine higher education institutions to apply the four principles of OBE:

  1. clarity of focus of significance
  2. expanded opportunity for students to succeed
  3. high expectations for quality performance
  4. design down from where you want to end up

Outcomes-Based Education has become a powerful and engaging way
of reforming the academe. The highlight of OBE is on the product as it tackles the question, “What sort of industry practitioners will the Philippine tertiary educational system produce?”

WHAT IS OBE?

According to William Spady (1994), Outcome-Based Education means clearly focusing and organizing everything in an educational system around what is essential for all students to be able to do successfully at the end of their learning experiences. This means starting with a clear picture of what is important for students to be able to do, then organizing the curriculum, instruction, and assessment to make sure that this learning ultimately happens.

FEATURES OF OBE

  1. Active learners
  2. Continuous assessment
  3. Critical thinking, reasoning, reflection, and action
  4. Integration knowledge or learning that is relevant/connected to real-life situations
  5. Learner-centered, and educator/facilitator uses group/teamwork
  6. Learning programs seen as guides that allow educators to be innovative and creative in designing programs/activities

This section covers ideas, activities, and strategies that are related
to the topic and will help the instructor in achieving the Learning Objectives.

This section shows the different topics/subtopics found in each chapter of the textbook.

This section contains end-of-chapter questions that will require students to use their critical thinking skills to analyze the factual knowledge of the content and its application to actual human experiences.

This includes activities that are flexible in nature. This may include classroom/field/research activities, simulation exercises, and actual experiences in real-life situations.

Objective type of tests may include any of the following:

  • Identification
  • True or False
  • Fill in the blank
  • Matching type
  • Multiple Choice
  • Answer Keys*
  • Answers to the test questions*
  • Assessment for Learning*

This may include rubrics that will describe and evaluate the level of performance/expected outcomes of the learners.
